x264 / x265 Video RF Settings Comparison for SD encodes?

Handbrake 1.2.2 - All O/S

When creating SD video encodes

I have been using H.264 (x264) for video and RF19 seems to produce the best results (quality and filesize).

Are RF settings equivalent when using both H.264 (x264) and H.265 (x265)?
(e.g. If I use RF19 in x265 should I expect the same quality of video encoding results as I achieved using RF19 x264, but in a smaller filesize?)

They are not perfectly equivalent, but x265 has worked toward making them roughly so. You'll have to test and see what you think.

Are there any recent comparisons?

Around a year ago (or maybe more) most comparisons seemed to acknowledge that x265 was producing smaller results but the image was not as sharp (often appearing softer).

Is this still the case?

There is no need to use x265 compression with Standard Definition video. It is already small.
