AVI to H.265

Hi!
Description of problem or question:
I have a collection of MJPG, 640x480, 30 fps videos. They have very big sizes and don't play everywhere, as smartphones and smartTVs.
So, I want to reduce their sizes without important loss of quality, since that is not already great, and transcoding to a format readable for most modern players.
Thinking about x265 video codec. Good way?
Any idea about a set to begin, as in Video Quality (RF) and Encoder Preset?
Other important sets to do?

H.264 is probably best for compatibility.

Pick a preset that will most likely work on your devices.

The HQ 480p preset would be a good starting point.
