Reducing film 1080 to mobile phone size?

I am looking to copy some ripped disks (currently 1080 or 4k etc), down to a format that can be copied and played on a phone or tablet (android). I am very new to handbrake (using version 1.1.0. Linux Mint 19.1). Can anyone point me to guide, or suggest what settings I should use to produce a very small (watchable) file?
