Recurrant video artifacts in specific section of output file

Description of problem or question:

I'm transcoding music video from VC-1 to HEVC, and keep getting video artifacts in one specific section of the output. Screenshots of a single frame in the problem area are below:

Steps to reproduce the problem (If Applicable):

I've tried various bitrates and framerates, 2-pass, 1-pass, 10-bit, 8-bit, and also AVC. This issue is also not specific to HB on Windows - the same is happening when using HB on macOS. It also happens when using DVDFab on Windows. It's like this same short section of the video (a few seconds) just doesn't want to be transcoded cleanly. Has anyone experienced this before? I can usually clear up glitches like this, by using 10-bit HEVC instead of 8-bit, or vice-versa. But this nut can't seem to be cracked.

Probably a decoder issue, try the nightly which has a different library.
