actual fps on dvd

Description of problem or question:

If a DVD with VIDEO_TS folder shows 29.97 fps in VLC and 23.97 fps after conversion with handbrake, which is correct fps for the film?

Ok I see now just by opening the file again that Handbrake identifies the source as 23.97 fps. Must be a problem of VLC, so nevermind.

It's not really a "problem" with vlc. It's more of a problem with DVD. The DVD spec only permits 29.97 (NTSC) and 25 fps (PAL). In order to reproduce film framerates for NTSC, they set field repeat flags in the video data that cause some frames to have a longer duration so that the average is 23.97 fps. HandBrake detects these field repeat flags and adjusts the framerate we show accordingly. The framerate is actually variable with some frames being less than 23.97 and some being greater than 23.97. But HandBrake also smooths this unevenness out during conversion.
