Judder reduction

Description of problem or question:
If you experience judder on a TV panel with a 60 Hz refresh rate using CFR 23.976, can it be reduced or eliminated by changing the frame rate, and if so, to what?
Steps to reproduce the problem (If Applicable):
HandBrake version (e.g., 1.0.0):
1.1.0-64 bit
Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
