20 RF with Placebo encoder Preset (Takes 1h to encode) OR
15 RF with VerySlow encoder preset (Takes ~20min to encode)
So which one of these will give me better quality to video?
I'm asking this because its wörthless to waste 1h time on encoding if it wont give better quality in the end.

Placebo is just that so your RF15 should be better but what really matters is which looks better to you.

"Better" just doesn't happen past a certain point we like to call "optimal."
Both of your choices may overshoot "optimal" by a significant margin, causing inflated file sizes and/or ridiculous rendering times.
There is no instruction book for settings, so your eyes and the collective experience of others should guide your choices, not how long it takes or how big it gets.

Placebo is silly because it’s a placebo
RF15 is probably overkill, the Super HQ presets use RF16 (I think) so you probably don’t want to go lower than that.
