Need to transcode files from Avid, MXF OP1a, to .mp4, h264(x264?) fast as possible.

How concerned are you about quality and size?
If "not particularly" is your answer, an Intel processor that has QuickSync Video is hard to beat at raw speed.
If you want something that will optimize x264 and x265 software encoding, more cores are better. The "sweet spot" for core count depends on a lot of things, though. More than about 12 cores, you'll get better overall performance running multiple encodes.
But adequate cooling for running at 100% CPU speed for extended periods is VERY important.

Related, experimental AMD VCE encoding just landed in the nightly builds. I believe Scott was getting about 80 fps for 1080p H.264 on a Radeon 7850. Of course, quality is probably lacking compared to reasonable x264 settings.
