Encode with a constant bit rate

Can you tell me if it is possible to encode with a constant bit rate (special app), I see only Average Bit rate selector on screen.

You can set bitrate and vbv-maxrate to the same value.
Since your source is with certainty vbr, encoding it to cbr will not make it better, just bigger.
