I'm currently puzzled on what video quality I want to use. I've done lots of testing and still indecisive on what to use.
My main problem is how good it looks on my 55inch TV which is what I think I'm struggling to overcome with my OCD over quality. Well one good thing is recently HVEC/H265 is now supported by the Plex app on my TV.
My testing source was Marvel's The Avengers (2012) because its 16:9 aspect ratio at full 1080p which shows lots of background noise.
Encoder preset for all these was set on "fast" and no filters.

So what bitrate/RF value do you guys use/recommend for HD settings for local streaming?

Start with the HQ or Super HQ presets and adjust the CQ slider as needed.

I haven’t looked at your files but if the source has background noise, quality settings aren’t the answer for removing it. Try the NLMeans denoiser at Ultralight or Light strength, with the High Motion tune.

Thanks for the replies guys. I've tried Denoise filter a few times now and really it just makes the blocking more clear and slight ghosting but cleans the random noise well.
So really its just I'm going have to just deal with.
Would changing from constant framerate to variable improve anything?
Because so far I'm thinking about a averge bitrate of 8000 which youtube/google recommands for HD. Or a RF similar to that.

Youtube/Google have very different needs to you so i'm not sure you should listen to them.
Stick to a CQ of 16-20 and you should be ok.

Also encountering issue with Plex regarding what bitrate the file is.

If you're concerned with the dithering noise in the nearly black background, that's a limitation of 8-bit encoding. You shouldn't notice it on a properly calibrated display. If your black level is too high on your display, it will be obvious.

I'm unable to uncompress the rar file. For dark scenes, see if using aq mode 3 helps.
