23.976 to 24fps

By what means does handbrake convert between 23.976 and 24fps? Is it adding or removing frames or is it only adjusting the speed?

The former. Don't do it.

In video, "24 FPS" is really fractionally less than that, 23.976, just as "30 FPS" is actually 29.97 or there about. There isn't any conversion.

23.976 NTSC is designated 24p almost everywhere.
29.970 NTSC is designated 30p, or 60i.

Don't touch it!
