i posted this bug report --> NLMeans Tape, Sprite tune options not available viewtopic.php?f=12&t=35657 on january 6 2017. their have been no replies on the handbrake forum and no related commits on github. but, github user ana-matronic posted NLMeans tunes Tape and Sprite missing on Windows. #544 --> https://github.com/HandBrake/HandBrake/issues/544 on january 25 2017. the same day their were replies and a commit added for the issue.
is it better to use github to report a bug?

While we prefer GitHub, it doesn't mean you'll get a faster response. Same day responses are not uncommon on the forum as well.
It's down to when someone has time to volunteer to fix it. We are not always as good at updating forum posts though.
There are plenty of issues on both that are sitting there for some time.
