Hello there. I managed to solve one of both issues about my video collection. By the way I'm a newbie. I signed up to some paid sites and downloaded movies for over the last year and frequently choosed the 1080p versions, now I'm out of storage space and want to re-encode these to 720p at constant quality - they actually don't play well on my pc and buying more storage is not a solution. I'm trying it with factor 18, 20, 22, 24 but resulting files are bigger than the originals. What am I doing wrong? I find it odd that despite the resolution downscale and the relative high rate factor (still didn't try the higher) files become even bigger... I was expecting to fix this with factor 18 or 20.
I thought maybe I could have some general guidelines to this procedure. By the way the other issue was too high bitrates of 6000 to 10000kbps. I'm happy with the results of RF 18 to 20 for those. Thanks!

Right. Thanks for answering. I used more sample files and noticed the issue is more about bitrate than frame dimensions - unlike my early assumptions. Please check for yourself.
Problematic source 1, file size 35.3MB re-encoded at:
- RF18, size 126MB.
- RF24, 55.7MB.
Problematic source 2, size 38.8MB re-encoded at:
- RF18, 91.8MB.
- RF24, 29.9MB - smaller at the lower bitrate.
Interesting source 3, size 12.4MB re-encoded at RF18 for a size of 11.3MB, equal frame size, half the bitrate.
So I'm thinking of finding an alternate way to deal with the low bitrate like source 1, because it gets no benefit of any higher bitrate at lower resolutions, right? Could I please get recommendations in regard to that?
For the sake of time, I can't test each movie as I did with these samples, so I'm also thinking of a general rule of thumb if possible.

1080p encoded in WMV at 2 Mbps (I bet it's CBR, too).
There's probably a lot of noise in your sources; you could try playing with the denoise filter a bit.
