I've read through multiple posts on this (framerate/fps) and I certainly don't have a handle on it all.
There's discussion/debate about all film being 24fps and all video being 30 fps, but in reality it's all 30fps anyway, etc, etc, etc...
That's all greek to me...
Nonetheless, I seem to have my best quality rips when I rip film at 24fps, and video at 29.97. However the 29.97 rips are not quite perfect... I still get a bit of jitters, occasionally, with slight skipping, etc... While the 29.97 does turn out the best rips (as compared to the other options available - 23.96, 24, 25, etc...), I'm wondering why there isn't a 30fps option?
If videos are 30fps, I am wondering if ripping at 30fps would in fact produce the cleanest video rips?

Video hasn't "really" being 30fps since color TV broadcasts started. Before them it was 30000/1000. But to accomodate the extra color information, the rate was very slightly dropped by stretching the frames to cover an extra second for every 1000 seconds, making it 30000/1001.
30fps == 30000/1001 == 29.97fps
24fps == 24000/1001 == 23.97fps
30fps == 30000/1001 == 29.97fps
24fps == 24000/1001 == 23.97fps
