FPS Handbrake Intel CPU

how many fps are people getting with Dell Inspiron Desktop with i7-8700 or i7-9700 on handbrake for x264 at 5000kbps video encoding? On average how long does a 2 hour video take to convert

That's rather vague.

Anywhere from say 10 minutes to 2 months would be considered normal. Depends on many factors and where you land on the Quality, Speed, Filesize triangle.
