Encode BD and DVD sources with each frame an I-frame

1. How can I encode a BD and a DVD source with I-frames only? I want every frame to be complete independent in order to be able to shuttle (rewind mainly) without shuttering or slow reacting of the player.

2. What is the best workaround considering bitrate? So far I encode the DVD with a constant bitrate of 6000kbps and the BD with constant 12000kbps

So far I did the following, with a good result, though I am not sure if this is the best way to do it:

I encode with the following setting (taken from the encoding report):

[11:05:36] + encoder: H.264 (libx264)
[11:05:36] + preset: placebo
[11:05:36] + options: keyint=1:bframes=0
[11:05:36] + profile: high
[11:05:36] + level: 4.1
[11:05:36] + bitrate: 6000 kbps, pass: 1
[11:05:36] + fast first pass
[11:05:36] + options: ref=1:8x8dct=0:me=dia:trellis=0
[11:05:36] analyse=i4x4 (if originally enabled, else analyse=none)
[11:05:36] subq=2 (if originally greater than 2, else subq unchanged)
[11:05:36] + color profile: 5-1-6

Does "[11:05:36] + options: keyint=1:bframes=0" make sense?

Usually I encode with the following additional options:
subme=10:deblock=-3,-3:me=umh:merange=32:mbtree=0:dct-decimate=0:fast-pskip=0:aq-mode=2:aq-strength=1.0:qcomp=0.60:psy-rd=1.0,0.00

But I guess, when I go for I-frames only, they don't make much sense anymore, do they?

How do you feel about the Production Proxy presets, would those be useful since they're I-frame only?

CORRECTION: I'm sorry I misunderstood you; you're looking to encode sources ready for BD / DVD. In that case the Proxy presets are of course overkill. Beg your pardon!
