After Big Sur Upgrade: Severely reduced encoding speed

Description of problem or question:
After Upgrading from macOS Catalina to Big Sur my encoding speed has dropped more than half.
Prior to upgrade, encoding a 1080p 29Mbps MKV file would result in encoding rates of approx. 20-35 fps - now only avg. 11fps.
Initially rates shoot up to over 50fps, before dropping down to a crawl around 10fps.

Steps to reproduce the problem (If Applicable):
Encode 1080p 29Mbps MKV file with settings
Video Encoder: H.265 (x265)
Quality: Constant Quality RF22
Framrate: Same As Source
All other settings according to Apple 1080p30 Surround preset

HandBrake version (e.g., 1.0.0):
Same results with 1.3.3. and 1.4.0-beta.1

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

Check in Activity Monitor which processes are keeping the cpu busy, there might be some task like Spotlight re-indexing your disks.
And make sure you are comparing the same file and the same preset on both macOS 11 and the previous version.

Nothing noteworthy in the Activity Monitor; re-indexing of disks is complete (that's what I had actually initially hoped the problem was as well).
Presets and file were the same on both macOS 11 and Catalina. I also just tested it with another file which I recently encoded under Catalina with the same results. There is definitely a significant slow-down.

Encode log from before is impossible to provide, as we are talking about the same system which has now been upgraded. It's not two systems running parallel.

Side note: Since the original post, I have actually gone ahead and done a clean install of Big Sur on the same system in hopes that this may solve the problem. It does not - I still get less than half the encoding speed I did on Catalina.

Previous logs may still be stored on disk. Might want to check before ruling it out.

My 6700HQ is around 3x faster for a similar encode setup on BigSur so it would appear there is something about your setup causing this problem. If your seeing 100% CPU utilisation in HandBrake, might be worth checking the clock speeds of the CPU are actually ramping up.

Update: I have to correct myself, after a complete reinstallation of the system, Handbrake is back to normal. Something must have gone wrong with the initial update. Thank you to all who tried to help. It's much appreciated!

I am experiencing the same problem. Handbrake speeds reduced by 1/3rd. I have installed Big Sur from scratch and reinstalled Handbrake. I am still getting the same slow performance.

I am having a similar issue in Big Sur (11.0.1). It seems it maybe the usage of the CPU's causes a random 'kernel_task' to go crazy and more or less freezes my machine. Strange thing is - it sometimes works just fine and other times it freezes.

Update: It seems the Big Sur (11.1) update has sorted the 'kernel_task' issue.
