Call for help: VideoToolbox and constant quality

Hi,
VideoToolbox seems to support a constant quality mode on some Mac configurations, but it's not clear on which ones. There is a way to programmatically ask VideoToolbox if constant quality is supported, but even if the answer is true the hardware encoder doesn't always respect the chosen quality rate.

It would be helpful to test it on a variety of Mac hardware. The test is simple:

- Download an HandBrake nightly build ( https://handbrake.fr/nightly.php )
- Check which Videotoolbox encoder (H.264 and H.265) allows constant quality.
- Encode a video at two different quality level (for example 30 and 60), and check if the resulting files are not the same size.

Same here (same model, same lack of capabilities). Radeon 5500 variant, FWIW, but it's all probably being done on the T2 chip?

I was hoping my AMD Radeon GPU would be used for the encode. I also don't have CQ if I force the T2 to be used for the encode.

The nightly crashes after/while scanning the source.

However - Version 1.3.1 (2020010400) does not let me select CQ when selecting the H.264 (VideoToolBox) encoder. Just updated to - Version 1.3.3 (2020061300), and it also does not let me select CQ with the VideoToolBox encoder.

The system is a 2011 i5 Mac mini with 10.13. It's kinda misbehaving lately, so that might be why the nightly is crashing.
