Criteria for Hazel rules for Handbrake files

Writing rules in Hazel that don't act until file is finished processing

macOS Catalina v 10.15.6 :

Is anyone else using Hazel to manage media files created or processed by Handbrake? And if so, have you hound a way to set up a rule to only run after processing is finished? I've tried using modified date criteria, but this doesn't seem to be reliable.
