Constant framerate not constant?

When I rip a movie with constant framerate and then look at the file info in VideoSpec it still says there's a Max, Min and Average framerate. Average being the rate I set in handbrake of course. So example if I look at the VideoSpec of "Jennifer's Body" I bought from iTunes, it says the frame rate is 23.976. When ripping my blu ray of Jennifer's Body I set the frame rate to 23.976 constant and when I look at it in VideoSpec it says "Max 23.981/Average 23.976/Min 11.987" - Should this happen? Also, I notice the bitrate for audio is off a few numbers from what I set it to. ie. if I sent it at 48 sample rate 160 bitrarte, the bitrate in VideoSpec will show it at like 155 bitrate or something close like that. Any ideas?

If I recall correctly, there is no concept of constant frame rate in mp4. The time stamps are all that matter, and while HandBrake ensures they amount to a constant frame rate, there is no way for other applications to know this. So MediaInfo and the like will always report variable, even if the frame rate constant. This is a limitation/feature of the container format.

If I use VideoSpec on an mp4 from the iTunes store of the same movie it just says one frame rate, not a min and max as well.

Every framerate can't be represented perfectly by the clock HandBrake uses internally. HandBrake uses the standard 90khz clock used by all transport streams and program streams. This is the same clock used by all broadcast TV, Blurays (including UHD), and DVDs. The number of ticks of this clock necessary to represent the duration of a frame is not always an integer. For video with such a framerate, the duration of each frame will jitter by 1 tick in order to maintain the correct average framerate. All the standards that use this 90khz clock do the same thing, so it's very common but for some reason not handled well by apps like mediainfo.
