Choppy background movement h.265

Description of problem or question:

Transcoded a tennis match from h.264 to h.265. Original is smooth motion, but h.265 movement of small objects (like ball kids rolling balls) in the background is choppy. When the ball comes to foreground, movement is smooth.
Have tried this on both Mac and Windows with same settings and result is identical. (log is from Windows, tested if that is only a Mac issue).
It should not be a playback problem, because I have tried on to play it back on Macbook Pro, Windows computer,VLC on Apple TV, and Sony X8500F Android TV from the flash drive, and that TV plays 4K HEVC videos without an issue.

Try disabling decomb. It was active, but I don't think it should be on 720p50 content.

I have tested decomb, and there is no improvement at all. It looks like very small fast moving objects are refreshed like at 10FPS.

However, "zero latency" setting appears to fix this somewhat. I am not sure if it's 100% fixed, but it's a huge improvement.

So I suspect there is a problem with encoder. Any chance to fix?

I probably do not clearly understand what is the "repeatable sample" in case encoder deals with the movement of small objects incorrectly. It is not an artefact of one specific scene, it is present in every encoding with the settings I have posted. The only matter is if you can reliably notice this distortion.

Here are 2 samples, first is original transcoded with Handbrake to h.264.
Another one is the h.265 sample (from the first sample, so it is now 2x transcoded by Handbrake).

Look at the ball toss at the far end (0:09, at the highest point ball is almost "flickering") and ball kid passing the ball (0:16). Of course Youtube transcoding has smoothened things out but I think it is totally obvious that there is something wrong with the encoding. Btw changing preset to "medium" did not improve much. Only thing that cures the problem is setting "tune" to "zerolatency", and with this setting file size increases too.

Unfortunately YouTube will have mangled your video, can you post the pre-YouTube videos and log files somewhere?
