Sync across all iOS devices via cloud/sync/iTunes

I just want to know if anyone knows of a way to make my files that have been encoded on handbrake available across all of my devices much like they are via iTunes in the respect that if I want to download or watch a movie I’ve encoded on my laptop and added to my iTunes, that I could be on WiFi at work and watch/stream that movie without downloading/syncing at home first...I hope this makes sense...
