.m4v files now pixilated macOS Sierra and QT10

Description of problem or question
.m4v files created using previous version(s) of Handbrake and VLC and created under previous version(s) of OSX/macOS are now pixilated/distorted when trying to play on macOS 10.13.2 Quicktime 10.4. The .m4v files used to play without any issues. Using Handbrake 1.0.7(64 bit) and VLC 2.2.8(64 bit), I can recreate the same .m4v file from source DVD and they play with QT10.4 without any issue, BUT all the .m4v files I created in the past are without exception pixilated. libdvdcss.2.dylib does not appear to be in lib, as there is no longer a lib folder.
