RF & Encode Speed

I could probably figure this out by running a couple of encodes, but to save myself the trouble --

is there a relationship between RF and encode speed, everything else being equal? Does a higher-quality (lower RF) encode faster as it has more bits to play with and thus doesn't have to throw away as much?

Lowering RF makes encoding slower. The impact isn't terribly strong.

And since people get confused by the RF and percentage thing easily, I'll just say now, don't bother going below 17.
