[Already Implemented] Encoding small sample
Since encoding a file can easily take twice as long as the running time of the video, you need to have an option to encode a small/subset of a file in order to test the settings out. Having to wait nearly an hour to encode a 30 minute video just to find out the settings don't work gets tired real fast.

Live preview does this already, as does encoding a single chapter or a time range in the source.
