I seem to recall that first posts were held for approval by a mod, yet I keep seeing all this spam popping up.

Maybe posts should be held for approval? If Mods aren’t available around the clock, trusted members could perhaps be picked to authorize posts that aren’t spam?

The feature was broken in the 3.1 release. It still wasn't fixed as if 3.1.6.

We will be retrying with 3.1.7 soon.
