Question about "Constant Quality"

I am confused as to why the slider says "lower quality" on the left and "placebo effect" on the right when the description says to use a higher number (closer to "lower quality") for HD and a lower number (closer to "placebo effect") for SD. Shouldn't they be switched so you have a higher quality output?

Think of it this way. If you've got a lower quality SD source, you want to throw away less of that quality than say if you had a higher quality HD source.

So it's more about preserving the input then the output? It makes more sense now, thank you. I was going to do some DVD rips soon and was confused.

People who learned using a bitrate metric will never accept that tooltip at first.
Its an education challenge and reversing the scale order won't change that.
