Neither had I. I found it on a obscure forum while reading about Handbrake. It's an program similar to Handbrake, probably using much of the same open source.
I've been trying it out and it has the ffmpeg core as well as a ton of options. It's sort of like a simple GUI for the command line(s). There's a x64/x32 and portable version, although the portable version is older.

Boy there's got to be almost every option for the h.264 core + others via ffmpeg in the GUI. I do like the presets, but aren't familiar with half of them. Normal (Default) mp4/h.264/aac decoding is pretty fast. Nero audio is optional as an added codec.
