Why Does Video From Modern 30FPS Camcorders And T.V. Vary?

When I record videos on my 30fps Flip camcorder, it looks like the frame rate is less than that of T.V. broadcasts, which are supposedly also 30fps. I have recorded clips of T.V. news casts before to DVD, then played them on my computer. The frame rate looks just like it does on T.V. I compressed the same clips with Handbrake, and they ended up with some ugly interlacing stuff. I then set it to deinterlace, and it didn't look ugly anymore, however the frame rate seemed lower. I have noticed that video from other modern 30fps consumer camcorders also looks like it is of a lower frame rate than what I see on NTSC television. I have also noticed some footage aired on the news looks like the same frame rate of videos from modern consumer camcorders and videos compressed by Handbrake. Why does the frame rate of supposedly 30fps video of modern consumer camcorders look lower than that of supposedly 30fps broadcast T.V.?
