Ubuntu 16.04.3: Handbrake not 100% of all CPU cores (using stebbins ppa)

Hello. Has anyone used hanbrake recently on a linux and a windows-based setup?

I have a dual CPU Xeon (8 cores per CPU with HT) setup here with 64GB RAM. I noticed that on Windows, handbrake will run a consistent 100% on all CPU cores (including the HT ones). While on Linux, I don't see any cores running at 100%. The highest I see are at around 85% and only a few of them. and the usage seems to go up/down unlike on Windows.

Is this perhaps a limitation of the CPU governor/scheduler in Linux? I have installed the intel microcode.

In both Windows and Linux, I was using the built-in SuperHQ1080p30 Surround profile.

100% CPU load is one thing, but is it actually faster? Look at the final 'average fps' and see if HandBrake on Windows is truly faster than Linux.

It could be that the two OS measures load differently.
