Can't get QSV working on Ubuntu 20.04

Description of problem or question:
Cannot get HandBrake to enable qsv encoders on Ubuntu Server 20.04. I have both the HandBrake and QuickSync plugin flatpaks installed. It's a Kaby Lake processor and this machine is my Plex server. Plex recognizes and uses the QSV ability. I'm guessing it's tied to the "Cannot load" line in the activity log.

Steps to reproduce the problem (If Applicable):
Install both flatpaks, restart server, open HandBrake and don't see qsv encoders in the list of options.

HandBrake version (e.g., 1.0.0):
1.3.3 (x86_64)

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Ubuntu Server 20.04.2 LTS
