[Fixed] [WinGUI] Chapters/Seconds/Frames

The Windows GUI no longer auto-fills in the starting and ending values when the units are chapters. That is, when I change from chapters to seconds, it use to auto-fill in the start/end values for current title. Now, it leaves whatever was already there for the chapters (i.e., if the chapters are 1-3, then the seconds are 1-3).
