[Fixed]First frames of a P-to-P timeframe distorted BD rip

When I choose to rip a timeframe of a BD, e.g. from second 4000 to 4060, the first frames of the rip are distorted:

It seems to happen only with BDs, I couldn't reproduce it with other mkvs which contain x264 HD streams.

The problem occurs with the latest final build (0.9.5) and as well with the last few nightlies (tested till 4205 x32).
Tested with high and regular profile.

hmm, yeah, I can see how this could happen. The seek points for BD are sometimes on an SEI recovery point instead of an I-frame. This means that we should decode (and discard) a couple of frames before passing frames to the encoder. We do this when generating previews, but I completely forgot about it for point-to-point encoding.

Uhm, so can you explain to me how the general procedure of implementing a bugfix is after a fix has been submitted? :)

It's good to know to get such feedback in case of a bugreport, makes me even more attached to using Handbrake.
