[Fixed] Win GUI Bug with Chapter Markers (for DVD & Video)

I'm running Handbrake svn2907 on a Windows 7 Pro x64 box. I think I found a little bug in the GUI concerning chapter markers. I might be wrong, but I think most of the built-in presets are suppose to try to create chapter markers. I think the only exception to this is the Legacy-Classic preset. However, when I select a new source, Handbrake usually deselects the "Create chapter markers" and grays it out so you can't even manually select it. The only time it doesn't gray-out that option is if I go to a DVD and select the video_ts folder. If I select the parent folder of the DVD, or if I select a non-DVD media file, the option is grayed out.
To get chapter markers enabled, I have to select a different preset, then reselect the original one that I wanted to use. To be clear, I can't just click on the current preset again; I have to first click on a different preset, then click on the original one.
This isn't just a GUI thing. Chapters are not created unless I go through that extra step of selecting a different preset and going back.
This looks very, very close to the issue addressed and fixed in http://trac.handbrake.fr/changeset/2930
However, I am reporting this issue mainly because I don't know if that fix resolves the problem with non-DVD media files. I don't really know what I'm doing reading the source code at the link above, but the change looks specific to DVD folders and ISOs.
You might quite justifiably wonder why I care about chapters from non-DVD sources. I'm reencoding some of my videos for my iPod Touch. I want to keep the higher quality version for playback on my computer and TV, but I don't really care about the quality on my iPod (but I'd like to save space). Since I'm not too concerned with quality, I'm just reencoding my existing Handbrake encodes, rather ripping DVDs and encoding from the original source. Chapters markers are nice to use, even on the iPod Touch. But, I've been forgetting to do the workaround described above, so only some of my videos end up with chapter markers.
