Distorted/Blocky Frames in Family Guy

I have been converting Family Guy DVDs and I recently have been running into some problems with the encoding of the episodes. Almost every time the scene switches, there are a few frames that look very blocky and distorted, and not because of the downgrade in quality from DVD quality. I'm not sure what the problem is, but I was hoping someone could help/give some insight into the problem.

Also, I am Decombing and Detelecining with Same as Source FPS for VFR and using 2-pass with Target Filesize

Here's an image of what a normal frame looks like on the DVD, taken via snapshot with VLC. (The episodes look the same in iTunes as well)

Well, that doesn't quite look like any sort of distortion decomb should be able to produce.

Please use sensible rate control so it's possible to isolate this. I don't know what you think you're going to achieve by pairing those VBV settings with that bitrate...

I'm not quite sure what your asking, excuse my inexperience:

Sensible rate control - I assume I am not giving you enough information to determine what is causing the problem, but I'm not sure what else I should do from here...

VBV - I'm not sure what this stands for

Bitrate - I'm not really sure what I'm doing with bitrate, I never know what to put, so I always just put a target file size. I am using the iPod Legacy Preset and currently adding only detelecine, 2-pass and turbo first pass, setting a target file size. I'm not changing any of the advanced settings. Should I try CQ or Avg. Bitrate?

If you don't know what a preset does, don't screw with it. You've taken a preset that is specifically and particularly tuned for 1500kb/s and you're choosing to feed it a bitrate far below that. I can't begin to assess what's causing this problem until you stop messing around with the rate control.

Ok so here's what I found in regards to the constantly distorted frames (at almost every cut) I was seeing earlier: The majority of the tests did have some evidence of distortion in a few frames have but nothing like what the other videos had (and the videos with significant distortion had frames that appeared very often throughout the videos, in the tests the distorted frames are few and far between). I'm not sure what is going on hopefully the activity logs could help someone figure out what is going on.

Here's some examples of what somewhat distorted frames that appear randomly in some parts of the tests I did look like (not as bad as the distortion previously):

Definitelly.

I did another test, encoding all the chapters, detelecine and decomb on, 3 audio tracks, forced subtitles, 5 chapters and 57% constant quality setting, editing from the iPod legacy preset and there was no distortion whatsoever, even in the places where avg. bitrate of 1500 produced small amounts of distortion.

An area that had previous problems now is free of any distortion:

However, I'm still not sure what part of my previous settings was causing the problem, but both times I did 2-pass the distortion came up significantly, but I don't know if that has anything to do with it.
