Downloaded .net runtime library, yet still not working

when i tried to run the instalation program of handbrake on my pc, it said that .Net runtime was not yet installed.
i then installed .net runtime following this websites steps yet when i try to run the instalation of handbrake, the same message appears.

help?

You sure you installed .Net runtime 2 or greater?

yes. i followed the instructions from the website and the version they told me to download was the 2. do you think that if i just uninstall .net runtime and restart everything it would work?
