What controls the display luminance?

Description of problem or question:
Not a problem general question. I am encoding in 4k 10 bit mkv files.
What controls the max display luminance? In files encoded by others I have seen this value as high as 4000 cd/m2
Is this controlled by the media or does the encoder set this?



Steps to reproduce the problem (If Applicable):
Mastering display luminance: min 0.0001 cd/m2, max: 1000 cd/m2



HandBrake version (e.g., 1.0.0):
Nightly 20210910215856-4b194ad57-master



Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Windows 10

It's the luminance of the monitor used to master the movie. It's set by whoever worked on the HDR version of that movie.

When you say master do you mean the producer of the actual movie? Because we are kinda remastering these movies by rencoding them. I just want to make sure it’s not using the screen of my PC to pick that value. I have a 4K computer monitor buts it’s not HDR. My actual tv I play these movies on is HDR.
