Net Framework 7.1 required but my laptop can't do it. How can I use Handbrake?

Description of problem or question:

I have consistently been unable to update Net Framework 7.1 for months now. I used to have Handbrake working on this laptop Win10. Apparently the only solution is to completely reinstall Windows. Handbrake is the only thing that I could use that doesn't work. I've got many programs I'd regret having to reinstall. Why can't I use the previous version of Handbrake?


Steps to reproduce the problem (If Applicable):




HandBrake version (e.g., 1.0.0):




Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

How can I get an activity log when Handbrake won't even start?
This is the error info I get when trying to update Net Framework to 7.1

What makes you think you need version 7.1?

The last release of .NET Framework was 4.8, the current release of .NET core is 5.0.6.

as soon as I click on Handbrake to run I get the message it needs Net Framework 7.1. It then asks if I want to install that. That takes me to the install of 4.8 which fails every time. Handbrake used to work fine but by requiring this I'm stopped in my tracks for a long time now. I have a number of big videos that need major compression. This is what happened when I tried to install 4.8:

Sorry for the confusion. I've been fooling with this thing for so long I just remembered the 7.1 part. It's saying 4.7.1. Regardless, I click "yes I want to install it" and it fails every time with the error messages listed above. Is there no provision to let people like me use the previous version if they they can't update Net Framework?
