Syncing Audio and Video

Description of problem or question:
I recorded a video from an android app on my phone with AZ Screen Recorder and the output video file audio and video are out of sync. I tried HandBrake by adjusting Quality to 19 and FPS at 29.97. I then checked Constant Frame rate. I ran and saved it and the audio and video are still out of sync. Did I do something wrong? Is there a fix? If so, please walk me through it as I am not very technical.

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

to try to solve this problem I use "audacity".

important: if the audio track is the same length as the video track => no simple solutions.
the film may be damaged, and to remedy this you must use video editing software

if not

1) extract audio from video with audacity

2) using audacity's "temporality" function, adjust the audio time to the video time.

and with mkvtoolnix join the new audio track with the video.
