i7-1165G7 ICQ H265 fixed function not working

ICQ H265 fixed function doesn't work on my i7-1165G7 and newest driver 27.20.100.9025, nothing happens. Hybrid ICQ works and FF CBR no problem either. On a further note ICQ FF doesn't work with QSVEnc either, driver problem?
