Cannot use Intel QSV to decode H.265 video file

Description of problem or question:
Cannot decode H.265 video using QSV

Video track will not encode, Audio track passthru's fine.



Steps to reproduce the problem (If Applicable):
Load following file into handbrake:

We don't currently have a way to determine whether the QSV decoder can decode a specific bitstream (when enabled and available, the QSV decoder is used to decode all AVC/HEVC bitstreams), so for unsupported input files, you will have to use the global option to manually disable QSV-accelerated decoding.

Weird that the decoder doesn't seem to throw any error though.
