Description of problem or question:
Does having Handbrake installed on a HDD increase encoding time if the file being encoded is on an SSD and the compressed file is being output also on the SSD?

Self Explanatory



HandBrake version (e.g., 1.0.0):
Latest version 1.3.2



Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Windows 10 version 1908

Even encoding from a mechanical HDD to the same HDD will barely slow things down by, say, 1% if you're being generous.
