Multiple encode settings within the same file

Description of problem or question:
Hi Is it possible to encode a video with multiple settings within the same file? My requirement is, I have a video which has a transition in the first 2 seconds and there onward it's a still image. So I require higher FPS at the beginning(30fps) and low fps (5fps) thereafter? I'm trying to bring the file size as much as possible with this.
HandBrake version (e.g., 1.0.0):

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
