Configuration parser error

Configuration parser error

Description of problem or question:
I just downloaded Handbrake onto my computer at work. My computer is a Dell with Windows 7 Professional (2009), 64-bit. Intel G870 @ 3.10GHz. When I try to launch Handbrake, it gives me the error:

Error parsing
C:\Windows\Microsoft.NET\Framework64\v4.0.30319\config\machine.config
Parser returned error 0x80070005

I have uninstalled and re-installed numerous times to no avail. Please help. Thanks!



Steps to reproduce the problem (If Applicable):




HandBrake version (e.g., 1.0.0):
1.3.1



Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

Windows 7 Professional (2009), 64-bit. Intel G870 @ 3.10GHz.


HandBrake Activity Log ***required*** (see How-to get an activity log)

I am not able to copy the Activity Log because I get an error message saying Handbrake has stopped working so I am able to view the activity log but cannot copy what's in it.
