Crashing Upon Start since upgrading to 1.3.1

Hi, Team. Handbrake has never had a crashing issue for me across many years.

Upon launch, it crashes with this message since upgrading to 1.3.1.

System.BadImageFormatException: Could not load file or assembly 'System.Windows.Forms, Version=, Culture=neutral, PublicKeyToken=b77a5c561934e089' or one of its dependencies. The module was expected to contain an assembly manifest.

WRN: Assembly binding logging is turned OFF.
To enable assembly bind failure logging, set the registry value [HKLM\Software\Microsoft\Fusion!EnableLog] (DWORD) to 1.
Note: There is some performance penalty associated with assembly bind failure logging.
To turn this feature off, remove the registry value [HKLM\Software\Microsoft\Fusion!EnableLog].

The same issue occurs on attempts to re-launch.

I have uninstalled Handbrake numerous times with re-boot, then re-installed both the current version, and at other times 1.3.0 and even 1.2.2. The issue now extends to those versions as well.

Any suggestions?
