DVDs fail on 1 machine and not other

Description of problem or question
DVD with encryption fail

Steps to reproduce the problem (If Applicable)
after upgrading to new version this happens. I uninstalled and reinstalled the older version but still fails. I can install the same version on another windows 10 machine and everything works

HandBrake version (e.g., 1.0.0)
.9.9.5530 64bit

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.3 High Sierra, Windows 10 Creators Update)

windows 10 fall creators update
Error message text or screenshot (If Applicable)
libdvdread: Could not open D: with libdvdcss.
libdvdread: Can't open D: for reading
libdvdread: Device (null) inaccessible, CSS authentication not available.
NAME OPEN FAILED
Provide a URL from any image hosting site.

HandBrake Activity Log ***required*** (see How-to get an activity log)


Use any pastebin website and provide the URL it generates

HB does not remove encryption.

Try ripping with makemkv first then processing with HB.

With the very old version, you were probably using a third-party library to do the decryption. That method hasn't been supported for over a decade, in large part because it wasn't that reliable to begin with, and subject to being broken by operating system updates.

Hello I have tried ripping it but failed don't know why I get error code 0801
