v1.3.0 gives much higher compression then previous version

Description of problem or question:

Hi all,

The previous Handbrake version compressed a 10Gb .mts file to a 5Gb .mp4 file
v1.3.0 compressed the same file to a 1Gb .mp4 file.

Same presets used:
HQ 1080p30 Surround
Video quality: Constant Quality: 18
Video codec H.265 (x265)

The resulting file looks fine but I 'm curious how this is possible?


HandBrake version : 1.3.0
Operating system and version : Windows 10
