remote RDP on Windows DRM issue

Description of problem or question:

(12:07:58 AM) net|: when using handbrake on windows through remote desktop it gives error when reading disks
(12:08:15 AM) net|: if i login as regular user its fine again
(12:11:57 AM) net|: i even set user permissions on file libdvdcss-2.dll to try
(12:14:53 AM) net|: if i start a session as regular user read the disk titles then with same dvd logback into rdp it can work only then. error says it could be 1 of 2 things possibly the second issue drm issue like error says

When operating Windows remotely, you do not have permission to access CD/DVD/BD drives. You must enable that in the security policies.
