Handbrake crash every time at launch

Hello,
First I'm sorry, I am not speack english very good... I try to explain my problem :

I use Handbrake since a long time and I like this software because i have never problem... Till today
It's been a year since I did not use it, and when I launch, the soft is crashing.

"api-ms-win-core-libraryloader-l1-2-0 is missing"

Ok, I download the api-ms-win-core-libraryloader-l1-2-0.dll and I paste in System32

I launch the soft and is crashing...
I update the soft to 1.2.2
Same result... I uninstall/reinstall several times... same result
I'm going in roaming folder, and delete all handbrake files, same result
I try to use the portable version and same result...

I'm lost.
I come to get help from you.

I'm on Windows Seven, PCU i5 4670k, gpu geforce 760OC, 16GB ram, handbrake on system SSD.
