Horizontal static lines scrolling through video

Hi All,
I have an issue I cant seem to resolve.
I have been handed DVD with a video copied from a VHS from the early 90's.
The video has Horizontal static lines scrolling through video going up. I have tried different variations of de-interlace, Denoise etc.. but nothing really seems to help.

windows 10 (64bit):
